The caption writes, "Robust, buoyant, fecund are the women Il Duce admires. His ideal is Paolina Belluci of Naples, who won the Fascist blue ribbon last winter for her twenty children. Ninety two champion mothers totaled 1,288 children." To fruitful mothers, Benito Mussolini offered reduced taxes, prizes, free services and goods, and cheap vacations in order to raise the
